TitleBackground and History of the Capital Projects Skill Development Program
ShortDescriptionThe California Department of Transportation (Caltrans) has begun a three-year skill development plan for its ~10,900 Capital Project employees. It used a four-phase process to develop the plan: (1) Need Identification, (2) Need Quantification, (3) Plan to Meet Needs, and (4) Implementation Plan.
LongDescriptionCapital Projects is one of the five core programs of the California Department of Transportation (Caltrans). The program has grown significantly over the years, flourishing at a time when many of the department's experienced employees are retiring. In order to deal with this, Caltrans included several major workforce-related goals in its 1997 strategic plan. The objectives developed included the goal to enhance and retain a competent, capable and motivated workforce for the future, which restored Capital Projects' commitment to training. In its 1998 strategic plan, Caltrans placed added emphasis on 'Developing Our Workforce'. To meet this goal, Caltrans produced a Work Breakdown Structure (WBS) to address the issue. The project had four phases in the WBS: (1) Need Identification, (2) Need Quantification, (3) Proposed Course List, and (4) Implementation Plan. This report goes into more detail on each of these phases, the lessons-learned, and the tools implemented.
