LongDescription | High levels of construction and maintenance activity on Oregon’s transportation system presented an opportunity to create new jobs for Oregon’s workers, but state workforce projections indicated a looming shortage of skilled workers. In response, ODOT developed a plan that maximized the use of existing programs and incorporated input and participation from government and private-sector partners. The plan is designed to increase workforce diversity by increasing training more women, minorities, low-income, disadvantaged, and underemployed workers for work in the transportation-related construction industry.
The plan focuses on five tactics: 1) identification of the labor force, 2) outreach and recruitment, 3) skills assessment, 4) apprenticeship and on-the-job training (OJT) programs, and 5) support services. Many of the steps were conducted simultaneously to achieve critical mass, and recruiting efforts were targeted to accomplish workforce diversity goals. Partnerships were designed to ensure that workers have the apprenticeship and on-the-job training opportunities as well as the support services they need to pursue and be successful in the construction trades.
